Alina BARBULESCU, General Insurance Sections Coordinator at UNSAR, pointed out that multitasking behind the wheel has become one of the major risks in today's traffic. Activities such as checking messages, changing a GPS destination, selecting music or eating can take a driver's eyes, hands or attention away from the road for several seconds, enough to turn an ordinary traffic situation into an accident.
In urban traffic, some of the most frequent claims involve rear-end collisions, lane-changing accidents and incidents occurring during parking maneuvers. Overall, many accidents are linked to inappropriate speed, failure to give way and driver distraction.
Romania records an MTPL claims frequency of around 6%, more than twice the level seen in many European countries, according to UNSAR. The financial consequences can also be substantial: the ten largest MTPL claims paid by UNSAR member companies in 2025 for bodily injuries and deaths resulting from road accidents exceeded RON 53 million (about EUR 10.4 million).
At the same time, the structure and cost of motor claims are changing. Insurers are seeing more accidents involving vulnerable road users, particularly cyclists and e-scooter users. Even relatively minor accidents are becoming more expensive, as modern vehicles increasingly incorporate sensors, cameras and sophisticated electronic systems. As a result, even a simple parking collision can generate repair bills of thousands of euros.
Weather-related losses are also becoming more visible in Motor Hull portfolios. Storms, falling objects and floods are generating an increasing number of claims. In 2025, UNSAR member insurers compensated an average of 58 Motor Hull-insured vehicles every day for damage caused by such events.
The statements were made as part of the 11th edition of the national road-safety and prevention campaign FII TREAZ LA VOLAN!, initiated by APPA – the Association for Insurance Promotion and supported by BAAR, UNSAR and UNSICAR.
