UKRAINE: Green Card market remained stable in 2025 despite slight decrease in contracts and premium volume

In 2025, Green Card market in Ukraine amounted to UAH 5.48 billion (~EUR 0.11 billion). Despite structural changes in the market, GWP decreased by 4% y-o-y, which may reflect both a change in the vehicle fleet structure and the effect of free pricing in a highly competitive environment, according to Forinsurer.

The GWP decrease can be explained by a proportional reduction in the number of contracts concluded. In 2025, Ukrainian drivers concluded approximately 1.4 million Green Card policies, which is also 4% less y-o-y.

At the same time, the Ukrainian Green Card market remains stable, despite a slight decrease in the number of contracts and premium volume. This trend is primarily due to the extended stay of some Ukrainian drivers abroad and transition of their vehicles to local registration and insurance in the country of visit.

The insurers with the largest number of Green Card insurance contracts are TAS, Ukrainian Insurance Group (USG), PZU Ukraine, KNYAZHA, and VUSO.

In 2025, Ukrainian insurance companies paid out over EUR 51.3 million to victims of road accidents abroad caused by Ukrainian drivers with valid Green Card policies, which represents a 1.46% increase y-o-y. Last year, insurers settled 14,800 Green Card insurance claims (-6.78%). Most Green Card claims were recorded in countries with the largest number of Ukrainian drivers: Poland and Germany.

Since the beginning of 2025, the Ukrainian Green Card insurance market has been operating under updated rules. Key changes focused on digitalization, increased security, and the transition to free pricing, which has significantly impacted both consumer behavior and the segment's financial performance.

By the end of 2025, all Green Card policies were issued exclusively electronically, while in 2024, the share of e-policies was 73.4%. Another significant systemic innovation was the transition to free pricing.

Complete transition to electronic format, new rules for concluding contracts, and introduction of free pricing have created a more transparent, controllable, and sustainable international insurance model, the source writes.
