The authors of the concept note that "compared to many countries in Europe and Central Asia, the level of public funding in Armenia is extremely low - over the past 25 years, it has amounted to 5.4% of the expenditures of the healthcare sector's consolidated budget, or about 1.4% of GDP, which is at least 4 times less than the average of countries comparable to Armenia in terms of income", the document says.
"In terms of household spending on health care of more than 10%, Armenia with 16.1% exceeds the global (12.7%) and regional (7.4%) averages. About 9% of the Armenian population gives more than 25% of consumer spending for health care, because of which about 6% of the latter become poorer, which is one of the highest rates in the region", the draft notes.
