Compared to 2024, the number of payments increased by 107.8%, and total volume grew by 109.2%. However, this does not include payments under the direct settlement mechanism, according to Forinsurer.
The largest number of regulatory payments in 2025 were made for the liabilities of insurance companies that lost their MTIBU membership. In this category the Bureau paid out UAH 619.4 million, which is 51.2% of the total payments from the Road Accident Victims Protection Fund. Such an increase is a direct consequence of the law that introduced a new, more effective compensation mechanism. These legislative changes significantly accelerated the settlement process and strengthened protection of the rights of road accident victims.
The second largest category, generating 41.6% of all payments from the Victim Protection Fund, was payments to victims of road accidents caused by uninsured vehicle owners. In 2025, the Bureau paid out UAH 502.8 million in this category, which represents a 65% increase y-o-y.
