COB, the international organization that co-ordinates the Green Card system and the Protection of Visitors system, has elected a new Presidential College. Sorin Greceanu will serve as COB President for the next five years, taking over from previous COB President Sandra Schwarz. He will be supported by Vice Presidents Abderrahim Diouri and Daniel Wernli.
The election was confirmed at the 59th General Assembly of COB, held in Hamburg, Germany.
New COB President, Sorin Greceanu, lives in Bucharest in Romania. He has almost 30 years’ experience in the motor insurance sector, which has included serving as General Manager of Romanian Motor Insurance Bureau (BAAR), the professional non-profit association that acts as Romania’s Green Card Bureau, Guarantee Fund, Compensation Body and Information Centre. He was previously COB Vice President from 2020 to 2025 and is also a Board Member of the Institute for European Traffic Law (IETL).
Abderrahim Diouri is from Casablanca in Morocco and will serve his second term as COB Vice President. He has also been Managing Director of Bureau Central Marocain des Sociétés d’Assurance (BCMA), the Moroccan Bureau, since 2019. His professional background in the insurance sector extends back 35 years and has previously seen him work with Wafa Assurance, Royal Marocaine d’Assurance (RMA) and SG Consulting.
Daniel Wernli lives in Zurich, Switzerland and will also serve as COB Vice President. He has been President of the Swiss National Insurance Bureau (NBI) and the Swiss National Guarantee Fund (NGF) since 2023, having previously served as Managing Director to both organisations. He has a 27 years’ experience in the insurance sector. Daniel has been extensively involved with COB over many years, chairing several important committees including the COB’s Monitoring Committee and is also a Vice President of the Institute for European Traffic Law (IETL).
“It is a great honor to have been elected President of COB, an organization that plays such an important role across the motor insurance sector and makes a difference every single day,” said new COB President, Sorin Greceanu. “When you consider that the COB system covers 48 different countries, a population of 731 million people and an estimated 500 million vehicles, you get a sense of how vital the role of the COB is. Over the last 20 years the members of COB have helped the victims of more than 7.5 million cross-border road traffic accidents receive compensation. That’s more than 1,000 victims every day.
“During the next five years our aim is continue that essential work, to continue to protect the victims of cross-border road traffic accidents and to help encourage more international co-operation and understanding right across the Green Card zone. To continue to promote the importance of the Protection of Visitors system and all the benefits it brings. Over the course of our term, I am looking forward to working with Abderrahim, Daniel, the COB Secretariat and all our members to continue to drive the COB’s mission forward,” Mr. Greceanu concluded.
Formerly known as Council of Bureaux, COB’s purpose is to facilitate free movement in cross border road traffic by removing administrative barriers and offering a high level of protection to victims of cross-border road traffic accidents by facilitating the compensation procedures. Their membership is made up of 60 active members spread across 48 different countries.
