CROATIA: Judicial Experts Congress to address AI, risk assessment and complex claims

The 9th Congress of Judicial Experts of the Republic of Croatia will take place on October 2-3, 2026, at the Westin Hotel in Zagreb, bringing together more than 1,000 participants and over 60 speakers to discuss the growing role of expert assessment in judicial proceedings and a wide range of economic, technological and risk-related issues.

Organized by the Croatian Society of Court Experts and Valuers (HDSViP), the event will bring together court experts, judges, lawyers, academics and international specialists. The program covers topics ranging from artificial intelligence and anti-corruption to medical errors, construction failures, property valuation and road accidents.

Several topics are particularly relevant to the insurance and risk management sectors. The second day will feature discussions on the impact of climate change on property values, structural damage and safety assessments following major incidents, vehicle collisions with wildlife, as well as vehicle damage and valuation. Experts will also examine the actual effects of energy-efficiency renovations and the distinction between medical complications and malpractice.

Artificial intelligence will be another major theme throughout the Congress, including its practical use in expert assessments, ethical considerations and questions of professional responsibility. According to HDSViP President Melita Bestvina Krnić, while AI can significantly accelerate the processing of large volumes of data, risks such as algorithmic bias and “hallucinations” mean that final professional judgment and responsibility must remain with the expert.

The business and economics section will address financial distress and company valuation, lost profits, taxation, circular VAT fraud and the digital euro. The program will also explore how financial statements can reveal signs of potential business failure and how the reliability of data, assumptions and valuation methodologies can influence expert conclusions in commercial disputes.

The Congress is held under the patronage of the President of the Republic of Croatia, the Croatian Ministry of Justice, Public Administration and Digital Transformation, and Transparency International Croatia.
