UKRAINE: From January to July, MTPL records a rise, while Green Card segment declines

In the first seven months of the year, insurers collected nearly UAH 14 billion (~EUR 0.28 billion) in MTPL, which is 10.5% more y-o-y. Worth noting that premiums from electronic contracts totaled UAH 13.97 billion, meaning the share of the electronic sales channel approached 100%, Forinsurer writes.

At the same time, insurers posted UAH 6.58 billion (~EUR 0.13 billion) in settled claims, up from UAH 3.43 billion a year earlier—an increase of 91.78%. In absolute terms, payments rose by approximately UAH 3.15 billion. The growth rate of paid claims was nearly nine times higher than GWP growth.

Two factors simultaneously affected payments: the number of settled claims rose by nearly 30%, and the average paid claim amount increased by nearly 48%. The combined effect resulted in the 91.8% increase in the total.

In January–July 2026, the y-o-y growth in the number of domestic MTPL contracts stood at 6.42%.

Green Card GWP totaled UAH 3.11 billion (~EUR 62.44 million), down from UAH 3.13 billion a year earlier, representing a 0.62% decrease. The number of Green Card claims also fell during the January–July period—by 3.67%—even though the number of contracts rose by 1.8% over the same timeframe.

Payments under Green Card policies in January–July 2026 amounted to EUR 30 million, vs EUR 31 million during the first seven months of 2025. This is mostly due to a decline in the number of claims paid.

In the first half of 2026, the Motor (Transport) Insurance Bureau of Ukraine made 5,216 regulatory payments from the Victims' Protection Fund, totaling UAH 504.3 million. The number of payments increased by 33.9% y-o-y, while the total amount rose by 66.4%. The Bureau notes that the growth of payments significantly outpaced the number of settled cases, indicating a rise in the average payment amount from the Victims' Protection Fund.

The largest share of payments stemmed from traffic accidents caused by drivers without a valid compulsory motor third-party liability insurance policy. Over the year, the number of regulatory payments for accidents involving uninsured at-fault drivers increased by approximately 70%, while the total amount more than doubled. This category accounted for about 97% of all regulatory cases and over 97% of the total amount paid in the first half of 2026.
