According to data provided by AGRA Asigurari, claims notifications increased from 2,111 in 2021 to 4,549 in 2025, up by more than 115%. Over the same period, the affected area rose from 59,738 hectares to 137,683 hectares, an increase of more than 130%.
After a temporary decline in 2022, when AGRA recorded 1,672 claims notifications covering 45,372 hectares, the figures increased substantially in the following years. In 2023, the insurer received 2,151 notifications for 83,941 hectares, rising to 3,183 notifications and 131,905 hectares in 2024.
The highest level in the period analyzed was recorded in 2025, with 4,549 claims notifications concerning 137,683 hectares. In 2026, by the reporting date, AGRA had already registered 3,791 claims notifications, corresponding to approximately 99,500 hectares of affected crops.
The rising number of claims and affected areas also increases the importance of accurate, consistent and transparent loss assessment procedures, particularly as severe weather events have an increasingly significant impact on agricultural production and farmers' revenues.

The figures were presented in connection with an international seminar organized by the International Association of Agricultural Production Insurers (AIAG) in Romania on September 2–4, with the support of AGRA Asigurari. The event brought together 130 agricultural insurance specialists from 18 countries.
The practical part of the seminar took place in Prundu, Giurgiu County, where participants assessed experimental sunflower plots with simulated hail and storm damage. Three different scenarios produced estimated losses of 45%, 21% and 15%, respectively, allowing specialists to compare assessment methodologies used in different insurance markets.
The seminar focused on hail and storm damage to sunflower crops, combining field exercises with discussions on assessment methodologies, crop characteristics and the growing role of technology in making agricultural claims handling more efficient and transparent.
AIAG currently brings together 118 members from 32 countries across five continents, including primary insurers, reinsurers, brokers and specialist agricultural institutions. AGRA Asigurari, which has operated in Romania for ten years, was the only Romanian insurer participating in the international exercise and hosted this year's event.
