ROMANIA: Over 1,180 homes damaged by fires received insurance compensation in 2025

Fire remains one of the most costly risks affecting residential properties in Romania. According to data centralized by the member companies of UNSAR, a total of 1,181 home insurance claims related to fire damage were paid in 2025 under voluntary home insurance policies.

The financial impact of such events can be substantial. The average claim paid for fire-related home damage reached approximately EUR 10,500, highlighting the significant burden these incidents can place on household finances.

Romanians' concerns are reflected in the latest sociological survey conducted by IRES on behalf of UNSAR, which found that one in two Romanians fears their home could be affected by a fire at some point.

"Fires are among the most severe risks facing residential properties. In just a few minutes, they can cause extensive damage, with repair costs often far exceeding a family's financial resources. This is why the financial protection provided by voluntary home insurance can make the difference between a difficult situation and a much faster recovery," said Alexandru CIUNCAN, President & General Director of UNSAR.

UNSAR members' data also show that, in the most severe cases, fire losses can reach very high values. The largest compensation payment made in 2025 under a voluntary home insurance policy for fire damage amounted to approximately EUR 255,000.

"Fires are far from isolated events. On average, more than three homes devastated by fires were compensated every day last year through insurance policies. Faced with a risk capable of generating substantial financial losses, voluntary home insurance remains one of the most effective financial protection solutions," said Alina BĂRBULESCU, General Insurance Coordinator at UNSAR.

The importance of voluntary home insurance is further underlined by overall claims figures. In 2025, insurers paid RON 209 million in compensation for damage to insured homes, 14% more than in 2024. More than 94% of this amount (RON 197 million) was paid under voluntary home insurance policies, representing a 20% year-on-year increase. These policies provide comprehensive protection against a broad range of risks, including fire, flooding, severe weather events and other unforeseen incidents.

In Romania, voluntary home insurance can be purchased for properties that are already covered by the mandatory PAD policy. Unlike mandatory insurance, voluntary policies provide coverage up to the property's actual value and may also insure household contents. They typically cover a wide range of risks, including natural disasters, fire, explosions, storms, falling objects, water damage caused by plumbing or heating system failures, boiler breakdowns, damage to electronic and household appliances, and many other accidental events.

In addition, insurers offer tailored protection solutions for valuable household belongings, as well as liability coverage that protects homeowners against accidental damage caused to neighboring properties.
