BELARUS: Belarus and Russia exchange experiences and current practices in agroinsurance

During a roundtable on June 23 in Minsk, the parties discussed in detail methods for building insurance coverage for the two countries' agricultural complexes with state support and the specifics of settling losses from climate risks, according to the Belarusian Association of Insurers.

The discussion was attended by representatives of Belgosstrakh, the Russian Ministry of Agriculture, the Belarusian Ministry of Finance, and the Belarusian Association of Insurers.

"The exchange of agricultural insurance experience between Russia and the Republic of Belarus has a long history, and our colleagues from Belgosstrakh have repeatedly presented it at the National Association of Agriculture Insurers’ (NAAI) events. In 2025, the NAAI and Belgosstrakh solidified the format for cooperation on agricultural insurance development by signing a corresponding agreement. This also follows the initiative to deepen cooperation in this area, which was included in the recommendations of the XI Forum of Regions of Belarus and Russia in 2024. Sharing best practices is an important element in developing and improving effective support mechanisms for farmers", commented the NAAI President Korney BIJDOV.

It is noted that, unlike in the Republic of Belarus, where crop, livestock, and poultry insurance is mandatory and subsidized by the state at 95% of the insurance premium, in Russia, the use of agricultural insurance as a form of protection against losses is voluntary and entirely dependent on farmers’ choice. For insurance of virtually all types of agricultural crops, livestock, and commercial aquaculture, the state contributes 50% of the insurance premium.

Furthermore, Russian colleagues discussed their use of remote technologies and space monitoring in their practices as tools for improving the effectiveness of insurance coverage, risk assessment, and damage assessment, the Association writes.
